It is Faramir,son of Denethor,brother of Boromir.  Ah you recognise him now don't you! Was on the tip of your tongue.

He plays a slightly loopy but loveable fisherman/school bus(boat) driver called 'Diver Dan'. The series is kinda Kath and Kim crossed with Wild West (the Cornish comedy from a couple of years ago with Dawn French and the 'bovvered' woman), and very funny!
