The beautiful containers have been there for a year now, without planning permission, what is the point of planning permission.  Lovely Enfield Council can do nothing.  The owners have put in for an extension to be built for storage, but the plans have been taken off the internet, so we have to wait for another letter from the Council, to object.  In the meantime, I have had a lovely year, living next to 'nuts Alley' as I call it.  They did answer the phone today, surprise, surprise.  Owner of the site has a lovely house in Barnet, looked it up on the internet, and OH said he would take the containers there, but we would get arrested. Time to move on I think from nuts Enfield. Back wall has been knocked down by lorry, but haven't claimed on insurance.
Don't care if Enfield Council read this, £80 for a cig. butt. but planning regs. can do nothing. Lived here for 30 years, and paid off mortgage, but this is so unfair.
Council did clear the rubbish, but as it is private land, they can't fine the landlord.

The council weren't able to prosecute? OK, well the EA might.

Contact the EA and make a complaint that waste is being stored on private land in contravention of their guidance document "Non-Waste Framework (NWFD) Exemptions". In my opinion, these people are operating a waste storage facility without proper permitting or due regard to the rules of the exemption for temporary storage of waste by the producer.

The waste is not secure, as per guidance, and I can clearly see from your first photograph that they have mixed wood, aerosols, plastics and PPE, all of which are different waste types. God knows what else is in the bags. 

Also pay attention to the time limit of 3 months for storage on site. I don't know how long the waste has been there, but if that's a factor, tell them.

If you need any help going down this line, waste management used to be my professional "thing". I'm a bit rusty these days, but I'll do anything I can to help. Any questions, fire away. If I can't answer off the cuff, I'll find out.

I can tell you now, though, that any EA officer worth their salt is going to take a very dim view of what I saw in your first picture.

Thanks everyone.  The Council sent someone round and the rubbish was cleared.  They have spoken to the people in the flats and given them bags.  Soon they will have wheelie bins, as they do flats last.  The rubbish is better but if the bags are split the refuse collectors don't take them.  Nothing yet about the containers, and will have to wait for another letter from the Council about the new application for planning permission to build an extension for storage.  Have spoken to our Councillor and he is quite good, but as the Council bloke said, these things take time (nearly a year now).   The landlord was going to appeal against the refusal for planning permission for the containers and take the Council to court, but will have to wait and see.  Councillor said he had to provide parking for the flats which happened originally, and then he wanted to charge tenants to park, and get money for letting the containers for storage.  One is empty, one is used by double glazing firm.  I am going to wait for the next letter from the Council, as have put my concerns in writing to so many people that I am going to forget it for now, otherwise it just makes by blood pressure go up.

Ah, it's municipal waste then? Nothing the EA can do in that case.

Well, I hope you can cool off for a while. If there's anything you need environmental regulations wise, I don't get a chance to flex the brain often enough these days, so just ask. Just not about planning though, not planning...  :sad8: but I'll gladly help you nail them for other things, just to make their lives that much more difficult.  :evil5:
