my first thought was what the solicitor said,  ... he was in control of his vehicle cus he put his hanbrake on.

i see drivers deliberately doing more dangerous things than this every day, this is a waste of police time

This is ridiculous.  What I hate is people combing their hair looking in the vanity mirror while going 70 miles an hour on the motorway.

 Runny noses are very distacting to those that have them (having given several students tissues in the middle of important exams!)  I'd say he was acting in the interests of public safety to give his nose a good blow whilst stationary with his handbrake on!

Yes, better to blow your nose while stopped rather than be distracted by a dripping nose.
The worst I have seen, taxi driver who did not have his eyes on the road because he was reading a newspaper.

Three points on his licence??? For crying out loud! We drove down the M6 to Brum on Sunday to visit my sister and saw:a girl eating an apple, a guy texting on his phone and a woman doing her make up. This is while we are all crawling along past the roadworks so perfect time for bumps and shunts.
I agree, far better to blow your nose than let it drip away-far too distracting and uncomfortable. I can't believe this story!

I do agree that a runny nose, which could cause a sneezing fit is most sensibly attended to when one has the opportunity. Clearly stationary with the handbreak on is an opportunity to attend to such matters.

My thoughts were that we do not need policemen like that. I want to know that they have been disciplined for wasting time. Being a policeman/woman has certain privileges and in this case they have been abused. We civilians can not enforce the law no matter what breaches we see and if we report them, the report, at best, will cause the miscreant to receive a letter.


Isn't it odd how people have added things they have witnessed (as indeed we all have)?

PC Stuart Gray aka PC Shiny Buttons who issued this ticket is the same officer who issued a £50 on the spot fine to someone who accidentally dropped a £10 note in the street a few months ago. It's not that surprising he is still issuing fines for no good reason.

It does not surprise me one bit about the police pulling over this driver because they have nowt better to do up there, I hope the Chief Constable sacks this particular idiot  and hopefully with his pension rights scrapped and seeks employment being a jobsworth working for some lefty organisation north of Wick, :)
