Godetia? Would be easier to tell with a picture of the whole plant as well.

It could be Hibiscus, the shrub loses all its leaves in winter and looks a bit twiggy and bare up until about May?

It was a poor picture, but I didn't take it! My friend took it and I said I'd ask you experts!
