Onion fly

Are we safe from onion fly yet?

Our lottie always get really bad onion fly so I decided to grow my leeks under fleece this year.  They seem to have escaped the fly but now I noticed they have some rust on them.  I would like to remove the fleece to help increase ventilation (and hopefully sort out the rust) but I am worried that the onion fly will then get in.

Any ideas
