Can anyone recommend a basic, easy to use and free poster wizard please? 

The site I downloaded yesterday - artskills.com - doesn't seem very stable and I'm finding it really difficult to change the size of text, move things around etc.

Why not use your usual WYSIWIG document editor? No point in spending money on a software package you're going to use very infrequently.
In the past I've very succesfully used MSWord - set the paper size to the size you're interested in - it doesn't have to be A4! - and design away although thinking about what size pages you can actually print is probably a good idea before you start.
If you're going to contract out the printing you'd do well to ask the printers what file formats they suggest and make sure your software can produce those.
My Suffolk allotment is a fine example of 'how not to do it'.
Muddling through with excessive effort for minimal return from 4 rods since 2008.

Thanks for this. 

I looked again at MS Word and I've managed to make a poster fit for purpose.  It was so much easier to use than the other package.
