covering beds in cardboard - home for flea beetles?

Hi everyone, last year I covered my unused raised beds with squash plant debris & other allotment cuttings to keep weeds down & improve the soil as they rotted. In the beds that I covered I had huge attacks of flea beetles this year so wonder if I prvided the blighters with a comfy home for the winter?

So this year I was thinking of just putting cardboard over my unused beds to keep weeds down but do you think I will just be providing a home for pests? Thanks for any advice x jane
