Allotments 4 All

Could not believe my eyes, on the way home from work had to stop at temporary traffic lights, thought at last they're fixing those bloody plot holes - but no, they are digging up and relaying approx 100m perfectly good footpath in the middle of nowhere between two villages.  Has our councils gone totally mad??

are these two villages called 'no' and 'where' ?

I know of a 'Ware', but that's in Hertfordshire
