I would be interested in how £150 for 1000 sq feet compares on unwasheds list. Includes water and manure.

By my calculation this is £40.84 per rod.  

A 10 rod plod is 302.5 sq yards or 2722.5 sq ft.  So this is about a third of a standard allotment.

This is a worrying move, there will be pressure on local authorities to charge commercial rates.
