Why not try growing carrot fly resistant varieties, such as:

Sytan
Flyaway F1 Hybrid
Resistafly F1 Hybrid

These are all available from Thompson & Morgan.

In a talk I heard some time ago the speaker said an old gardener had told him that mirrors at ground level defeated carrot fly.

The flies approach at low level and attach their image in the mirrors (they are quite agressive when trying to find a suitable home for the eggs). They batter themselves to death by flying into the "enemy"

The speaker said that the old gardener had been serious!!!
