cold lay tarmac

I'm racking people's brains again. Does anyone have any advice please on how to get cold lay tarmac smooth and even? A friend is laying a path, and despite breaking up the lumps and applying it as evenly as possible and going over and over with a whacker it still has holes and the surface is very pitted. The main feeling seems to be that its difficult because the weather is cold. It was 8 degrees centigrade this afternoon and a little damp, although not actually raining. If this is the case, is there a safe effective way of warming the tarmac up? I've read about using a blow torch, but this seems a bit dangerous to me! Many thanks for any advice.

cold lay tarmac is stuff which will never really harden, it's been treated to stop the set, so that you can lay it!!
just leave it until the weather warms it up, then have another go at it !
to be honest , it is only good for patching up holes, not laying a whole path., when laying a path, the hot stuff is used because you can rake it level before it sets hard.
You couldn't make it up!

the cold lay tarmac is 'cut back' with something to stop the bitumen from setting, this used to be creosote, don't know what they use today, but it might be very flammable? ;)
