Dry ice?

I grow my strawbs in pots and window boxes, the compost is frozen solid and has been for a week or so. My query is that it appears to be so dry as well.....will this have an adverse effect on the roots.

I know strawbs are hardy, its just the dryness plus coldness that Im not so sure about.

When the temps were mild I did water when they needed it (not saturated though). Im sure they will be ok, its just that we havent had such freezing temps continually for so long, I was wondering if there was something I should be doing?

Plants that naturally overwinter can withstand physiological drought,(they can't take in the water when it is frozen) but if the compost is really dry they may keel over once the temp picks up if they are not watered then. Better fro most plants to be on the dry side when it is so cold.  :-\
