I had to look it up too. I've never heard of that word before, although I have heard of a hoar frost before. On a chain link fence it can look very stunning

Its when water vapour in fog forms ice on things.  Usually pointing in the direction the wind blows.  Even more spectacular when its snowed a little :)

Sad to have such  a mundane answer, Robert has it. This is sheeps wool covered in frost hanging on some barbed wire.

Rime and hoar frost are the same thing. I've seen it over a foot thick in the mountains.
