Schools claim to have anti-bullying policies, but in fact the widely advocated policy is that bullying does not exist at their school.

It takes place in every school, often on a large scale. The school autotrities really need to get their acts together, but they're overstretched, underfunded, and all too often, don't want the extra work.

Also the difference between one off incidents and bullying is sometimes hard to define.  Some children come to you with every incident no matter how minor and others will take a lot and you know nothing about it unitl the parents come in and complain.  Teachers do have a balance to strike and they have to try and achieve natrual justice.  I would say that most teachers are trying to do their best but we are eduction professionals, not policeman and courts.  I know how difficult it is - I am a lawyer as well as a teacher.  I know there are two sides to every story and it is sometimes difficults to see through it all to the truth.
