Potatoes

My potatoe leaves are very high now but no sighns of flowering, when is the best time to pull them up.  I have dug down a bit and can't see any yet, but on telly I saw that you can pull for new potatoes now.  Can I start pulling them up or shouldI just leave them a bit longer

If they are early potatoes and there are no flowers yet,they are not ready.
