Problem with Strelitzia

Can someone help identify this problem and recommend a treatment.
It's a 2 year old plant living on a sunny windowsill. Otherwise looks healthy and has just produced a new leaf.
However this white powder/fluff appears in little spots, and underneath there's a pale patch with then goes necrotic
