Nobody seems to know for sure, but this suggests it might do: http://oca-testbed.blogspot.com/2010/03/oca-post-crop-allelopathy-trial.html . I'm following mine with spuds, and it'll take something to inhibit those!

I've grown it in the same place in the greenhouse for three years... it certainly hasn't inhibited the Morning Glory that grow with it...  :-\

Blimee I only posted details of the trial last night and you're on it already!

I know of a few people who have noticed the effect. Typically they notice that weeds do not reclaim the bed as quickly as usual. One source says brassicas are immune to the effect.
My guess is that, since oca has grown alongside potatoes for centuries in Andean fields, potato has probably adapted, or is not affected. Maize is probably the same as Incas bi-cropped them together. Anyway we shall see.

Has anyone here noticed or suspected any allelopathic effect from oca?

Does it do any better under glass?
I don't know, as I have only grown it under glass... wasn't sure how frost proof it was when I got it and it comes up from volunteers each year ( as I never get them all out!)
