what can be planed now?

done garlic/b'beans and peas.

Can I plant anything else out? Can I sow chard?  When can
I do carrots and strawberries?  Also, anyone recommend a particular strawberry variety?

In this weather? NO!

In a normal year, any of those (if the soil's warm enough). Potatoes, shallots & onion sets coming up soon. But not until this rain stops!

If you've got a greenhouse then there's quite a lot that can be started in propagators.... I've got strawberry plants coming up they are tiny when they germinate, they look lost in their moduels ATM, IIRC they're Florian F1. Onions, shallots, leeks, some early stump root carrots in deepish pots wouldn't be a bad idea, single early potatoes in biggish pots, I've got a couple each of Rocket and Swift, by the time the chillis in the propagator need the big pots the spuds will be out, but they'll be a month earlier than the outdoor potatoes. Good time to get a summer cabbage like Hispi going, mine are up in the propagator and will be potted on this week. If you've got somewhere warm and bright to put them once they're up then chillis, aubergines and peppers can be started, you might even try tomatoes if you know you'll have the space. If you've got a greenhouse then you might think about a few dwarf French beans. Normally I wouldn't grow DFB's but the chance to get a few green beans in early May a good 6 weeks early isn't to be sniffed out....

I put two onion sets, red baron and an unnamed one from Morrisons, just before the real rains hit. I figure if they drown and rot I've only lost £2! I have onion seeds & lettuce in a cold frame, onions have strated to come up. And everything else is indoors.

I have put peas and broad beans out,  becuase they had rather long roots already.  They are my own saved seeds so if I loose them there is no cost involved.

Mortality

I have broad beans and radishes growing atm.

Planted out today, garlic, onions (seeds), shallots (seeds), carrots and another row of radishes, but then im in Devon where it is generally warmer than most.
Please don't be offended by my nickname 'Mortality'
As to its history it was the name of a character I played in an online game called 'Everquest'
The character 'Mortality Rate' was a female Dark Elf Necromancer, the name seemed apt at the time and has been used alot by me over the years.

It depends where you are and what the weather has been like. In Glasgow, there has been frost most nights for the last 2.5 months and there is still snow on the higher ground. There is several feet of snow over much of Scotland! The temperature in my greenhouse last week, has been down to -8C and up to 20C, even with bubble wrap protection, so too cold for germinating seeds.
In desperation, I have started germinating peas and beans in trays in the house, and started various alliums in cells in the house, hoping to take them to the greenhouse in a week or two. The forecast for this week is cold with snow showers in Scotland, so not much change there!

Definitely a north south divide we have not had a frost now for over a week.  But it is a bit soggy underfoot.  Soil here drains very quickly as well so though it rained last night I managed to do a bit of digging this afternoon..

We're getting frost every time we have a clear night, but the days are pleasant if the sun is out.

i have stuck a few perpetual spinach and chard under a small cold frame I have - figured worth a go!
