Overwintering Onions

Should these be planted now, or should I wait until October.  When is the best time to plant?   Things are very very dry at the moment, would it be better to wait for some rain?

Sets can wait a while yet, seeds it would be good to get in ASAP but you'll need to have a seedbed that will keep the seeds moist enough to germinate. My normal method if its that dry is to lay about a half inch of multipurpose compost in a shallow (about 3/4 inch) bed, water the compost well, sow the seeds on it and top off with another 1/4 inch of compost. If the bed is only 1 or 2 inches wide it doesn't use too much compost. I used this technique on my last salads, radishes and beets that went in a couple of weeks ago and I've had good germination throughout even though we've had a very dry September round Oxford
