If your using a scrolling mouse then it might be the centre wheel getting stuck.
Does it show a round circle with arrows on the screen when it happens?

I sent my computer to repair shop, paid a load of money, it came back and was still not working.  Man came to my house and it is was my mouse.  I didn't believe him but he worked it with the arrows, up and down keys and then went back to the shop got a new mouse for £9.99 and everything was fine.  Paid over £100 for a overhaul of the computer and all I needed was a new mouse.  Don't know if this is your problem but try it.  Mine kept doing the scrolling bit, drove me mad.

yes all sorted now thanks,a new mouse cured it,

Brilliant.  I know how annoying it was when mine did that, have to read or type very quickly.

If you have the old type mechanical mouse then Fluff in the rollers which work on the ball could be responsible. I have often had an erratic mouse and cured it by cleaning the rollers.

And a cat hair stuck on the light of an optical mouse can create some interesting scrolling patterns  ::) ::)
