Allotments 4 All

My garlic, which was doing well until a few weeks ago, has gone a bit weird  :(

The stems have split into loads of stringy parts and when I lifted one to see what was going on the bulb has split into cloves but has no skin around them... never come across this before... I think they may all be like it.  Any ideas?
