Two of the panels of our fence blew down in a strong wind a few months ago, it is what you would describe as the privacy fence between the two back windows of the semi detached properties. the properties are both council owned and rented. the council do not do fences and our neighbour is a little old lady and her son and she is not in the best of health. well we are certain they could not pay towards erecting a new fence even though they have a jack russell that only ever goes into the garden and hates us so are resigned to having to pay for it ourselves, we got a quote to have the whole garden done which is probably between 25 and 30 metres long the bottowm of the garden is already fenced, and one side is about 10 metres shorter the first quote just under £4,000  :o :o :o the second company spent ages here but have not sent one as yet !!!!!!!!!! and that was 3 weeks ago

£4000 is ridiculous.

The council should replace a boundary fence usually you would need to talk to you estate officer (local housing officer). If not then based on the description of your neighbour they may qualify to get the work done under the "Decoration and Garden Assistance Scheme" run by Exeter city council.
Contact details for the scheme here:

well i just spoke to my local housing officer she said that the neighbour could be put on a waiting list that currently has 26 people on it and they manage to do about 8 per year!! i did ask about a scheme and it doesnt cover fencing, they only do fences if they border onto a road, i dont mind a sensible price, could do without the cost full stop but 4 grand is ridiculous

Two years ago I had eight large panels with posts replaced for £400.00 I think your bloke is a little over the top , always go for several quotes :)

Baaaaaaaa

Check out your local builders merchants. My estimate would be :-

50m fence = about 30 x 1.8mtr panels

Materials
                panels                     30@ £20 = £ 600
                gravel board             30@ £10 = £ 300
                posts                      30@ £10 = £ 300
                concrete                  30@ £ 5 = £ 150
                delivery                          £10 = £   10

   Total  .................................................£2160

Labour
              2 blokes for 2 days @ £200/day =  £ 800

    Grand total ........................................ £2960

These prices are top end, I'm sure you could get cheaper. Your local builders merchant might be able to sort you out.

BUT beware CHEAP isn't always BEST.

One of my neighbours had a group of foreigners do her fence, cheap but what a mess.

for a short term solution why not replace the damaged panels and posts, if done correctly they will not need to be re-done when you have the rest of it done (I have just done this in my garden 3 posts 2 panels 2 bags of cement and 10 bags of ballast/sand  all for under  £100

Not an option to just replace the 2 'privacy' panels & go for chain-link fencing for the rest? Then you could plant hedging. Birds would love it & it won't blow down in a gale 8)
