If i want to root a cutting from something like a shrub using rooting powder do i dip the end in the powder then put it in compost or dip it in powder and put it in water?

Put the cutting in the powder and then into the soil.Good luck :)

You should really put the rooting powder in the lid of the pot, dip your cutting into it and then discard any unused powder.  Cuttings are very susceptible to rotting and diseases can be transferred to them from other cuttings.  Good luck with them.

What are you trying to root?

A lot depends upon what type of cutting you take as to whether you need to use 'rooting powder' in the first place.

If using rooting powder you only need a very small amount, so dip the end in the powder and shake as much of the excess off as possible.
