My strawberry plants are struggling, what seems to be happening is that the fruits seem to be rotting on the plant before they are ripe. the plants are in their third year so what i was wondering is would it be worth trying to get runners from them getting rid of the adult plants and starting with the runners as new plants or will the same problems occurr. would i be better off cutting my losses pulling them all up and starting with new ones, i woud really like to move them so either would be ok

Sometimes this can happen when conditions are too wet, as gb says, and it isn't helped if the plants are crowded and ventilation is generally poor. Try making sure there's good air flow around them, and dead leaves are removed regularly.
There's no reason why you couldn't use your runners, it's not really a disease that's carried in the plant, it's more due to growing conditions usually.
I also found that some strawberry varieties are more prone to fungal diseases than others, I don't grow Symphony any more because of this.

i think you may have a point there the plants have grown very well this year and are a little crowded so could be part of the problem thanks will give it a go with the runners move the plants and space more carefully
