It isnt law that you should cut back a hedge to 6 feet, but I believe if someone receives a complaint from a neighbour they have to discuss the problem, the local council tree officer (I think its him),  then advises and the council as a last resort can issue an order to have the hedge cut back if they think it is necesary.
I think divorce is dealt with in a similar way nowadays :D
