When seed companies / books and the like talk about "days to maturity" is that from flowering, germination, planting out or some other secret code they don't want to tell us about in case our's takes longer?

I've always assumed 'from sowing'?

Like toms are typically 16 weeks & potatoes are 12 - 22 weeks.
