I am thinking of starting some cabbage seed of in toilet rolls, and was wondering if anyone else as done this and if so do the loo rolls deter the cabbage root fly from your crops.

loo rolls are good as it allows a decent deep root to form.
dunno about the pest prevention though, sorry.

I wouldn't have thought so as the fly lays it's egg just below the soil at the base of the stem so the grub can then burrow through the soil inside of the roll. Probably best to firm down the surface well or apply a brassica collar of some kind.

I have used modules and also home made cabbage collars (corrugated cardboard or old carpet underlay)

No case of cabbage root fly YET  :) but lots of cabbage whitefly  >:(
