Quantity of seeds in a packet !!

Just bought some seeds for next years sweet peas and the packet said it contained an average of 25 seeds. On counting the seeds I found I had 38 in the packet, 13 more then the average which is 33% more !! Does that mean that some pour soul out there  has less then the average or was I just lucky ? !!!

I ordered 5 Music garlic from Garliky farm and they sent 6...    I'm not complaining.

In answer to your question.. No the seeds are packed by machine and probably set a bin on the over fill side.. or set on a volume basis and the seeds are a bit smaller than average so more go in..
