Leek Moth prevention?

Has anyone any hints and tips on keeping these little bar stewards off the leeks?

I tried growing under fleece this year, but our allotments are on a water meadow so there is no wind protection, and I must have put the fleece back dozens of times before the wind finally shredded it. It also keeps the rain out well enough that the leeks revealed are pretty feeble.

I wondered about butterfly netting, but the adult moths are pretty tiny and I suspect can get in. Ultra-fine Enviromesh looks good, but my inner cheapskate revolts at the thought (am I the only allotmenteer to have one of these? I bet not!). Would double-layered debris netting work?

I grew mine under ikea net curtains last year, and they were the only ones on site which did well. 
Seems the weave was small enough.   The rain and water seems to fall through quite easily.

We are on a very windy site and I put weights round the edges, but it blew off several times, I can only assume the little critters do not arrive in high wind.
