Allotment Sec

Just been nominated as Sec on my allotment holders committee --  previous person and chairman both resigned and gave up their plots within days of each other -- we have only a small number of plots on our site 15 members and in recent weeks 10 have left leaving a huge amount of mess for us to clear , luckily we have managed to get all vacancies filled but how can i charge people for plots that are in dire need of a lot of hard work and may not be ready till next summer - also we were told grants had been applied for but cannot gain the paperwork from prev sec for another couple of weeks -- I need advice on what grants are available in south wales and how other sec's actually run their allotments .
