When to plant bulbs?

I live in the NE of the UK. it's still very cold here and we've recently still had snow and frost. what advice can anyone give about planting the following bulbs. When can I plant the for example?

gladioli
Freesia
Oxalis
Liatris
Dahlia

I have some dahlia tubers to go in but am waiting for the frost to go or it will kill them..
My mother said I could start them off in a tray with some compost and a drop of water.. they can then be started and go out when its safe to do so. I might do that this wknd if I get the time.
Gladioli.. I bought last year and forgot about them!! so mine went in months too late, they grew but didn't flower. I am hoping that they will flower this year.

Don't let them dry out or get too warm. It's getting a bit warmer each day, so you should be able to put them in any time. What's your soil like at the moment? I'm still holding off because there's a fair bit of snow still lying, but I expect to be planting this week.
