Basil attacked

Can anyone tell me what it is that is making my basil unuseable? The leaves are covered in tiny sticky insects, at least I assume they are insects but I've never seen them move! The basil is on an indoor windowsill. Is there a cure. or preventative measure for the next lot?

Aphids? Try spraying with soapy water.
