Garlic stems have gone!

Number Six

I checked my garlic during the recent very cold weather and the stems were standing proud of the snow. Today the snow has receded and most of the garlic stems have disappeared, apart from one or two that are just lying on the surface. Is it likely that some desperate creature has had a snack or could it be the effect of the snow? More importantly, do I need to plant new garlic cloves or are the old ones likely to regrow stems? As always, any advice is greatly appreciated!

Mine got chewed last year (I presume by rabbits) but survived. This morning I noticed the same has happened again. However, in both cases there was still some stem left, so if they have completely gone it may be a different matter?
