Difference with seed potatoes is that they are just immature/small potatoes from the ground..tubers.
Potato seeds are true seeds that are produced on some potatoes stems after the flowers have been pollinated.
Usually you by small potatoes for growing = seed potatoes
But they can be also started from true seeds..just like you would sow cabbage or lettuce seeds...but it is longer process.
There is a thread here for growing potatoes from true potato seeds that was started by Jayb..some members are growing them this year. So have a look at it if you are interested..quite few photos too.. ;)

What makes me wonder about Tims pods is that they are growing in each of the leaf joints??
The seed pods that I've seen are usually at the top..where flowers were... ???
Tim..could you cut one of those 'pods' half and have a look inside?
I would have thought it is bit early in the season for seed pods????
But then again the weather we've been having... ::)..suppose anything is possible..
Tim..were those stems lying on ground before you cut them off?..are they showing any signs of rooting?

Tim, I think ariel tubers may be a sign of Black Scurf/Stem Canker. I had something looking similar a couple of years ago on plant and that's what I came up with.
These may be helpful to you http://apps.rhs.org.uk/advicesearch/Profile.aspx?pid=744

Lllian, A seed potato is simply a potato used to produce a plant which will be an identical copy (clone) of the parent plant.

True potato seed are actual seed produced following a potato plant flowering. Not all potatoes produce seeds but if they do form seed pods each one will contain many seeds. Watch out though the pods are very poisonous if eaten, so beware.

Potatoes grown from True Potato Seed will not produce a clone like plant as Seed Potatoes do. Offspring are likely to be quite varied, but this is how new potato varieties are bred.
