Can I plant out small cinereria plants now directly into the garden?

I've seen a tray of 2"/3" plug plants in my local garden centre.

They are kept outside in the garden centre, so I guess they are already hardened off and used to the outside.......?

I don't grow them now, but have definitely seen " maritima" overwinter quite well.  :-\

Yes you can -  plant out small cineraria plants. Although this time of year, without established roots, they will want extra well drained soil and as much sun as you can give them. They hate having cold, wet feet - as we all do.

Senecio cineraria maritima or 'Silver Dust' is a short lived hardy perennial, although it generally gets used as bedding and chucked this time of year.
