Mildew on onions!

I appear to have mildew on the leaves of my onions, was advised by a plot holder to lift them as it will spread to the bulb, and wont be able to store them. I have lifted them and am drying them in the greenhouse. Can I peel the outter skin to prevent any surface mildew staying present during storage, and can I cut the leaves off before drying?
