Cabbage Seedlings

Hi Everyone

Here's my problem I have sown 2 lots of cabbage seeds in cell trays the batch I sowed grew to about 2 1/2" with 2 seed leaves and 1 true leaf then the leaves started to wilt now the second batch have started to go the same way.
I've the same this year as I did last year but I didn't have this last year

what can the problem be?

sounds like root problems? Are they too wet... standing in water?  :-\
