dumping rubbish

I have searched and searched but cannot find an answer to a query I have. Perhaps one of you will have the answer.
A neighbour who has a lot of woodland has cleared out his garage and dumped all his rubbish in his woods near our boundary.

I sneaked a look and some of the rubbish is used engine oil in tin containers,car paint thinners in old tins. and a few other old cans with brake fluid and wax polish.

Now if these cans rust through the contents are likely to leach onto my property and into the roots of some nice trees on his side.
I have taken some photos and I think I will send them to the enviromental dept on the council. But I am not sure if what he has done is against the law. I think it comes under crimes against the enviroment, but think they just have guidelines not regulations.

I do not want to ask him to move it yet, as if it is against the law I feel I should report it. Hopefully he would get an official letter asking him to remove it properly. Instead of just moving it somewhere else.

A subject dear to my heart, as I suffer from this regularly. Hope this helps:
Fly-tipping is the illegal dumping of rubbish or bulky items on land not licensed to receive it.
I doubt if your neighbour has a license. It's illegal to permit fly-tipping too, so I doubt he can defend his actions.
