Go for it definitely!
I've taken on an overgrown plot about 1 month ago. So far have strimmed it, cleared loads of metal work/glass/rubble and dug over about half of it (doing a little each night after work). I do have water, but as others have said, if you can put a shed in then easy to fill a water butt or two. I probably won't manage to grow that much this year, but I can't begin to tell how much satisfaction I'm getting from seeing the place get transformed. It's so rewarding, if you're willing to put in a bit of hard graft (which you sound like you are) then go for it, and let us all know how you do!

Is the land adjacent to the allotment site? It sounds not if there is no water nearby? If so are you going to rent it like an allotment?
Growing veg is a great thing to do but it does require a lot of work over several seasons to get the soil sorted, etc. Because of this make sure you have a proper legal written agreement for the land - it would be heartbreaking to get it sorted and then get thrown off! I have made this mistake myself!

Best of luck!
