root stock

i have a small ornamental tree that was grafted onto rootstock, however for the past month or so the rootstock has been growing its own branches
which are very unsightly. can these be removed permanently or do i keep trimming them off  ???

We have a pear on a quince stock. I wish I could stop the stock crowding the pear out. We just have to hack it back. The pear is over 100 years old! = Tim
