grow lamps

I have been propagating various seedlings on the kitchen or lounge windowsill. Sometimes the seedlings, particularly beans and tomatoes end up too leggy. Is it worth investing in a grow lamp?

I use regular flourescent 4 foot double lamps and put grow bulbs in them.I think I got the bulbs from Kays Hoticuture online. XXJeannine
