Suspended animation.

I planted Hot Purple Pepper a few weeks ago in Jiffy 7s. They took a while to start growing, and then suddenly stopped. One of them was half up, with just the arch of the bent stem showing, and is still like that. It has made no progress in straightening up. They are in a heated propagator so it cant be the cold.

Any ideas :-\
