Shallots - bolting already?

One of my shallots has already started to grow a seed head on two of the 'shoots'.  The plant is still totally green, so is it starting to bolt? This is my first effort with shallots, so I'm in the dark as to what to expect - and when!

(Already up and about and nosing around the garden after my back surgery last week. Amazing how quickly the recovery period is these days ;D). I'm also optimistic about the results, tho' it's early days yet.)
