I am looking for computer software that will allow me to draw all the allotment plots on six site in Aylesbury onto A3 or A4 paper. Anybody know if such a thing is in existance.

Try Microsoft Excel. It might be a spreadsheet package, but them boxes can be made to look like plots / beds quite easily!
