Hi Plocket,

I use have mine at Blogger.com....http://www.blogger.com/start. I find it easy to use. Whether it is the best I can not say, as the account worked first time so I have not tried anywhere else.

Blogger is a nice introduction to web blogs. I used them, then moved to Wordpress which imported my posts from Blogger nicely. There is a lot more you can do on Wordpress, but for templates and appearance of your blog, Blogger is better on that front because you can customise it more. Wordpress allows you to catergorise each post, whereas on one Blogger account, you can have more than one blog. I have more than one account on Wordpress for totally different interests which I would like to keep separate from each other.
There are other blog providers, but I don't know much about them.

I've use blogger too and find it very easy to use, have no experience of anything else.  Find it easy to update / delete / edit and add photos.
