sites can block you by that little number down at the bottom of your screen,  next to where it seys report to moderator.

the idea is, its eays to block a person, and this is meant to deter a person from saying abd things and also give a chance for them to make things bteer and start again. if problems persist then you can get banned using that number and this stops the suer all togther.

Problem is that changes from time to time so say after 6 months they may be able to sccess the site again.
