I have a miniature water lily in a pot pond which has been there for a few years. This year it's not grown any leaves to the surface, but pulling it out has revealed dozens of really tiny leaves, none of which are the proper size.  I've cleaned the pond out so light can get down to them (it was soupy) but I have a suspicion that the poor thing needs repotting.

This, according to the RHS, should be done in March or April.

Given it is struggling, should I bite the bullet and split it anyway?  Or is it simply because it's been so cold?

Not sure, Moonbells. I normally split mine in March and they do perform better. Sounds like you have nothing to lose! Good luck.  Lottie

My water lily is romping away in my pond, whereas a 5 min walk up the road, my Mum's is struggling to break the surface ???  It does make me wonder if it the weird weather we have had this year is to blame.
We don't inherit the earth, we only borrow it from our children.

thanks DP. It may well be the temperatures in that case. I am wondering whether to get another one at BBC GW live and then I've a great excuse to dig a pond out at the allotment! Just as long as I can manage to make it heronproof so I can get fish in!
