I sympathise! If he turns up in the next five days then let him have the plot but on the clear, and written, understanding that it's for a trial period (six months?) and if he hasn't worked it during that time then he'll be asked to quit immediately. If he doesn't turn up within the five days then contact him and tell that the plot is no longer available and tell him why.I'd also make sure that other committee members are aware of what is happening and what you propose doing.
Betty, Anyone who looks on your website can see that you and the others on your commitee are really there to help new people get off to a good start and make every effort to meet everyones needs. You are not there to tell them what they can and cannot do. It is a discussion between both parties. I think that the way that your allotment site does concerning potential plot holders is a very sensible way of going about things.
