Tadpoles like teenagers - they won't leave home!

Because I took spawn removed from a local natterjack toad breeding pond, I had trillions of taddies. Problem is, I STILL have trillions of taddies, most showing no leg development at all!
I had expected them all to have become frogletts by now, & left home, but they are showing no inclination to do so.
Is this common?
I have seen a lot of frogletts, but why are the remainder not developing?

I have alot as well, but have seen loads hopping off as well so not too bothered!

Jeremy,try feeding them,toad tadpoles are very greedy and need lots of food.You could use fish pellets,flake,or even raw mince.That will give them time to develop enough before winter to emerge from the pond.

I was just about to post about my taddies  have big frogs medium frogs lots of little frogs and still lots of taddies I shall try feeding  just had a thought perhaps
it.s been toodry for the froglet too leave so the taddies are waiting for room
well I didn't say it was brilliant thought  :P can you do better
