In 2007 I planted some Autumn raspberries and I think they need replacing now.  I know that a) I need to do this by the end of March and b) I need to replace the soil.
How do I replace the soil?  (BTWI don't have a car).  Can I just put fertile fibre on top?

If the raspberries are cropping well I would question the need to replace them at all. Raspberries fruit on growth made the current year so as long as there is sufficient growth for fruiting all is well. You could always fertilize them to encourage better growth if necessary.

If you are determined to replace them and can't put them in a different spot, (change the soil) then amend the bed they are in with compost/manure and start again there. The new plants should grow without problem.

Raspberries are energetic plants. Sometimes too energetic! :happy7:
